Connecticut Statewide Insurance Consortium and Statewide Drug and Alcohol Testing Consortium Manager

Join a Team Aiming for Service and Compliance Excellence – The Greater Hartford Transit District (GHTD), located in Hartford, Connecticut, is seeking qualified candidates to fill the position of Statewide Insurance Consortium and Statewide Drug and  Alcohol Testing Consortium Manager (Consortia Manager). The successful candidate will serve under the direction of the Executive Director and will be responsible for managing, conducting, and enhancing the day-to-day operations of both programs.

This is a unique opportunity to lead two statewide programs that support public transit providers across Connecticut. The ideal candidate is detail-oriented, highly organized, analytical, and committed to delivering high-quality, responsive service to consortium members, all while ensuring strict compliance with federal and state regulations. As a key member of our team, this position will oversee third-party vendors, coordinate with state agencies, deliver training and technical assistance, manage budgets, and help transit agencies meet critical compliance requirements related to drug and alcohol testing and insurance coverage.

We are looking for a proactive leader with strong communication skills, a deep understanding of DOT regulations, and the ability to demonstrate results in a fast-paced, collaborative environment.

Qualifications:

  • Bachelor’s degree in a related field preferred (e.g., Business Administration or Behavioral Science)
  • Experience with Department of Transportation Drug and Alcohol Testing programs
  • Experience with insurance policies, principles, and administration
  • Experience with the provision of public transit (bus) services
  • Strong analytical, interpersonal, and project management skills
  • Familiarity with the Connecticut statewide consortia models is preferred
