Organizational Information:
The Greater Hartford Transit District (the “District”) is a quasi-municipal corporation operating under the authority of Chapter 103a of the Connecticut General Statutes. There are currently sixteen member towns: Bloomfield, East Hartford, East Windsor, Enfield, Farmington, Granby, Hartford, Manchester, Newington, Rocky Hill, Simsbury, South Windsor, Vernon, West Hartford, Wethersfield and Windsor. Each member town appoints one to four Directors according to population, who collectively form the Board of Directors, which is the policy making body of the District. The day to day affairs are managed by the District staff. The District has broad powers to acquire, operate, finance, plan, develop, maintain and otherwise provide all forms of land transportation and related services including the development or renewal of transportation centers and parking facilities.

The following is a general overview of activities that the District performs and has oversight for:
Demand Responsive Transportation Activities: The District plays two roles with respect to the area's demand response service. In the first role, the District acts as a Federal Transit Administration (FTA) grantee for public and private organizations that provide capital assistance for the demand-response services that the organizations' own employees or their contractors provide. In the second role, the District, under contract to the Connecticut Department of Transportation (CTDoT), provides complementary paratransit service required by the Americans with Disabilities Act of 1990 (ADA). The District contracts with a private operator for the provision of its consolidated service. Over (90) lift equipped vehicles are assigned to the consolidated service program. District-wide programs employ more than (70) vehicles with ridership exceeding 480,000 passenger trips per year.

Commuter Express Services: The District leases (33) suburban coaches to four privately owned bus companies for use in State supported commuter express service. The District owns the buses procured with grants from the FTA.

Union Station Transportation Center Operation: The restoration of the Union Station Transportation Center represents significant transit rehabilitation in the region and a major renewal effort in the downtown neighborhood. The building was dedicated in 1987, and is now fully functional as a complete transportation hub with rail, bus and taxi services, and commuter support services.

Union Station Transportation Center (Spruce Street) Parking Facility: The Spruce Street Parking Lot continues to serve passenger needs for Union Station. In addition, it provides an alternative parking resource for downtown special events and for the neighborhood. Its lighting, fencing and 24 hour staffing make it a popular place to park.

Connecticut Statewide Transit District Insurance Consortium:
On behalf of the State of Connecticut Department of Transportation, the District serves as Administrator of the Insurance Consortium which procures general automobile, property damage and excess automobile liability insurance on behalf of eleven transit districts in the state.

Connecticut Statewide FTA Drug and Alcohol Testing Consortium:
More than seventy member locations across Connecticut are served under the auspice of the Consortium, which is coordinated by the District. Members secure testing and program support services as well as a variety of resources and training to assist in the effective operation of drug and alcohol testing programs under CFR Parts 40 and 655 as dictated by the Federal Transit Administration.
