Mr. St. John convened the Public Hearing of the Spruce Street Parking Lot Panel at 6:00 p.m. in the Greater Hartford Transit District’s Multipurpose Room at Union Station, One Union Place, Hartford, Connecticut. The Panel members present were Russell St. John, William Hall and Marilyn Pet. Representatives of the Greater Hartford Transit District staff included Vicki L. Shotland, Executive Director and Kimberly A. Dunham, Director of Fiscal and Administrative Services. Also present were Bradshaw Smith, a resident of the Town of Windsor, and James Brislin, a GHTD board member.

Mr. St. John indicated that the Panel was empowered to consider reinstating the short-term parking rate of one dollar and seventy five cents ($1.75) for any vehicle parked for thirty (30) minutes or less in the Spruce Street Parking Lot. The Chair asked if there were any members of the public who wished to be heard. As there were none, he next requested comments from the Panel members. Brief discussion ensued regarding the history of the rate change, the anticipated benefits and subsequent loss of revenue. Ms. Shotland stated that it was critical to reinstate the rate to generate additional revenue. There being no further discussion, the Chair closed the Public Hearing at 6:12 p.m. and immediately opened the Regular Meeting at 6:13 p.m.

Mr. Hall made motion to adopt the proposed short-term parking rate of one dollar and seventy five cents ($1.75) for any vehicle parked for thirty (30) minutes or less in the Spruce Street Parking lot. This motion was seconded by Ms. Pet and unanimously approved by the entire Panel.

There being no further business brought before the Panel, Mr. Hall moved adjournment, which was seconded by Ms. Pet and approved unanimously.  The meeting adjourned at 6:16 p.m.
