PERSONNEL COMMITTEE
GREATER HARTFORD TRANSIT DISTRICT
Hartford, Connecticut
September 16, 2010

Ferguson Jansen, Committee Chairman
Presiding…………………………………

Mr. Jansen called the Meeting of the Personnel Committee of the Greater Hartford Transit District (the "District") to order at 5:43 p.m. in the District's Multipurpose Room in the Union Station Transportation Center, One Union Place, Hartford, Connecticut.  Committee members present were: Richard F. Messenger, Frank Lord, and Ferguson Jansen.  Chairman Stephen F. Mitchell, Director William G. Hall,  Vicki L. Shotland and Kimberly Dunham representing District staff were also in attendance.  Also present was Bradshaw Smith, a resident of the Town of Windsor.

The Committee Chairman requested that Ms. Shotland provide an overview on the District’s employee benefits.  Ms. Shotland proceeded to provide a synopsis of specific benefits along with several handouts for the members to follow along.  The items for discussion and clarification included, but were not limited to; dental coverage, health coverage, holidays, leave of absence, life insurance, long term disability, retirement, simplified employee pension plan, sick leave, tuition reimbursement, and vacation time.

The other documents provided to the members and discussed were the FY ‘10 Hours Reconciliation, Indirect Cost Allocation and Gross Wage Allocation reports.  Ms. Shotland and Ms. Dunham explained how staff hours were charged to the state programs and federal grants and how the three allocation reports correlated with each other.

Mr. Jansen recommended that the committee take the time to understand the information that was provided to them, and suggested that a follow up meeting be held after January 1, 2011.  There being no further business brought before the Committee, Mr. Lord moved that the Meeting be adjourned.  Upon seconding by Mr. Messenger the motion passed unanimously.  The Meeting was adjourned at 6:55 p.m.

Respectfully submitted,

Vicki L. Shotland
Acting Committee Secretary
